Schengen – dead end for Europe?

Why do we still – even after the Paris and Brussels attacks – have to wait for the necessary measures to be taken, so that the Schengen cooperation is finally implemented? Joachim Bitterlich, former negotiator of the Schengen treaty, explains in a historical perspective, which obstacles Schengen met and meets today.
