The European Union has committed itself to becoming the first net zero continent by 2050. But successful implementation is still far from certain, and with the EU elections coming up in 2024, parts of Europe’s green strategy are being re-thought. While the EU has so far mostly focussed on carbon pricing, it is now challenged to follow the US and China in designing a green industrial policy to keep up in the global race for clean technologies. At the same time, the EU must find ways to increase the speed of the green energy transition, keep the burden for citizens and companies as low as possible, and maintain broad societal support for ambitious climate measures.
We are delighted to discuss these issues with two distinguished speakers, French Minister of Transport Clément Beaune, and Franziska Brantner, Parliamentary State Secretary at the Federal Ministry for Economic Affairs and Climate Action. They will share their in-depth insights on European green policymaking and present their views on Europe’s path forward. Their keynote addresses will be followed by a discussion moderated by Philipp Jäger, Policy Fellow at the Jacques Delors Centre, and time for questions from the audience. Cornelia Woll, President of the Hertie School, will deliver the opening remarks.

Clément Beaune
Clément Beaune, born in 1981 in Paris, France, is the French Minister Delegate to the Minister of Ecological Transition and Territorial Cohesion, where he oversees transport. Prior to this role, he held the position of Minister Delegate to the Minister for Europe and Foreign Affairs from May to July 2022. He also served as the Secretary of State to the Minister for Europe and Foreign Affairs from 2020 to 2022. Beaune is known for his strong advocacy of European integration and has been deeply involved in France's European policy, particularly in areas related to EU economic and financial matters. His contributions have made him a key figure in President Emmanuel Macron's administration. Beaune earned his degrees from the Paris Institute of Political Studies (Sciences Po) and the National School of Administration (ENA).
Franziska Brantner
Franziska Brantner, born 1979 in Lörrach, Germany, has been the Parliamentary State Secretary at the Federal Ministry for Economic Affairs and Climate Action since December 2021. Previously, she served as the European Affairs Spokesperson and Parliamentary Managing Director for the Alliance 90/The Greens parliamentary group from 2017 to October 2021. Brantner chaired the Subcommittee on Civil Crisis Prevention, Conflict Resolution, and Integrated Action from March 2014 to September 2017. She was also the Spokesperson for Children and Family Policy in the Bundestag from December 2013 to September 2017. Prior to her political career in Germany, she was a member of the European Parliament in Brussels. Brantner holds a PhD in international relations from the University of Mannheim and studied at Sciences Po Paris and Columbia University.

Philipp Jäger is Policy Fellow for European climate and economic policy at the Jacques Delors Centre. His research focuses on the interplay of the climate package Fit For 55 with the macroeconomic development and the institutional set-up in the EU. Previously, he worked as Economic and Policy Analyst for the EU Commission, primarily on the Recovery and Resilience Facility, which was created as the EU’s economic response to the Covid pandemic. Other work experience includes the Berlin FinTech N26 and a management consultancy. Philipp studied Philosophy and Economics in Bayreuth, Harvard and Berkeley and received a Masters degree in Economics from the London School of Economics.
