On 25 March 2017, the Heads of State and Government of the EU-27 will adopt a “Rome Declaration” on the occasion of the 60th anniversary of the Rome Treaties. Henrik Enderlein and Valentin Kreilinger argue that the current considerations for the future of the EU-27, e.g. the White Paper of the European Commission, put forward promising ideas, but need a clear agenda for their implementation.
