What does the referendum in the Netherlands mean for the EU?

The association agreement between the EU and Ukraine could be renegotiated in case of a „no“-vote on 6th April. Even if the outcome of the referendum is non-binding, it is still probable, thatthe government will react to it, as political pressure from the right wing party and movements ishigh. How can citizen involvement lead to more legitimacy without hindering EU-wide decisionmaking?
