Taking ENP beyond the conception-performance gap

The European Neighbourhood Policy (ENP) has suffered from a gap between its initialconception and its effective performance. The 2015 ENP review narrows the gap by lowering the ENP’s ambition and re-shaping its guiding principles. The policy paper by Nicole Koenig identifies potential implementation pitfalls and presents recommendations for a more flexible, political and strategic ENP.
