This paper is the second of ten national reports to be published as part of the New Pact for Europe (NPE) project. In the report, the German Reflection Group provides a comprehensive overview of its discussions on the key challenges for the EU, in the fields of migration, economy and security, and on how to address them. Although the group sees the ‘current state of the Union’ as being critical, it is also convinced that the EU can still be a positive sum game for all.
