For the new German government, the crisis at the EU's external border with Belarus is a first test for the announced "paradigm shift" in its migration policy. At focus must thereby reside the question of how Germany and the EU can respond to an instrumentalisation of migration. To that end, the EU Commission recently proposed an amendment to the Schengen Borders Code and a new "instrumentalisation regulation". In view of these developments, this Lucas Rasche discusses which options the new German government has in order to proceed on the coalition agreement’s objectives at European level.
