How the member states spend the billions provided through the recovery fund would be controlled by the governments themselves in the Council. Lucas Guttenberg criticizes the lack of parliamentary participation in this proposal in an interview with WDR. "We need an authority at European level to ensure that these funds are spent in line with the EU's goals".
