In an interview, the political analyst discusses Europe’s response to hybrid threats and the importance of bridging academia and policy.
Cybersecurity breaches have paralysed banks, utility companies and government institutions throughout Europe. How should European countries respond to these and other hybrid threats? For Marija Golubeva, policy analyst and former Latvian Minister of the Interior, the answer is clear: countries will have to pool their resources at the European level. Golubeva is the 2025–2026 Henrik Enderlein Fellow, contributing to research at our Centre for International Security. She is also bringing her practice expertise to students in courses in our Executive Education programme.
Marija sat down with us to explore how hybrid threats challenge European democracy and the importance of bridging academia and policy. She also shared how her hobby of game design led her to found a startup, Meleys, which focusses on crisis simulation.
